SEBI has proposed amendments to the price discovery mechanism in pre-open auctions for initial public offerings (IPOs) and re-listed securities. The regulator aims to address distortions caused by artificial price setting by introducing dynamic base prices and revised dummy bands during the order collection phase.
Currently, the base price for pre-open sessions is derived from the previous day’s closing price—a mechanism inapplicable for newly listed or re-listed scrips. SEBI’s proposal introduces reference mechanisms based on subscription data, weighted average bids, or indicative prices from book-building to establish more accurate opening ranges. The dummy bands will be tightened to discourage speculative clustering at price extremes.
These changes are expected to enhance market integrity and investor confidence during volatile debut sessions. For practitioners, this signals tighter regulatory scrutiny over IPO pricing mechanisms.
