RBI Directs Implementation of Updated UAPA Terrorist List

The Reserve Bank of India (RBI) has issued operational directives for financial institutions to implement updates to the United Nations Security Council (UNSC) 1267/1989 ISIL (Da'esh) & Al-Qaida Sanctions List under Section 51A of the Unlawful Activities (Prevention) Act, 1967 (UAPA). The update, effective September 29, 2026, includes the amendment of one designated entry and the designation of a new terrorist organisation.

All regulated entities, including commercial banks, NBFCs, payment banks, and co-operative banks, are required to screen their client databases and freeze assets linked to designated individuals and entities without delay. The directive reinforces obligations under the Prevention of Money Laundering Act, 2002 (PMLA) and RBI's KYC/AML framework.

Legal teams must ensure systems are synchronised with the latest UNSC and UAPA schedules. Non-compliance may attract penalties under PMLA and supervisory action by the RBI. This update underscores the importance of real-time monitoring and prompt escalation protocols in financial crime compliance.
